Speculations I think the "final order" of antagonists is reasonable to consider when you think about Luffy and Zoro's matchups together

Shanks isn't confirmed to be anything regards PK status. He only is going after OP now for some undefined reason. Blackbeard on the other hand has made pretty explicit comments about PK.
Not that this is not the case with Shanks, but we can't 100% confirm that this is route for his character, especially when you consider his elusive relationship with the WG/Gorosei and his family lineage.

BB & Law might get interrupted by Weevil & Fujitora, Law gets captured just like Fuji promised, while BB meets Bakkin who will help him do exactly what Xebec once did, which is Attack CDs (But this time, BB has Perfect Infiltration DF Users)
And we've seen that Shanks knows how to access Mary Geoise Unseen, so he will join the Arc too. Not to mention Marines are already next to it.
In other words, we will witness all Factions collide in Mary Geoise with WG being Main Villains, it's basically the Throne War that Doffy mentioned, also during this Arc, we will witness Destruction of Fishmen Island by a Villain wearing Mary Geoise Straw Hat
This is basically Part 1 of Final Saga, so much will be revealed, so many Characters will fall and so many Goals will be achieved
After that, Part 2 continues in Elbaf which is Location of Final War mentioned by WB

Wano Arc is about Luffy's Dream to reach Shanks Level. After that, Mary Geoise/Lodester/Laugh Tale Arc is about finding what Roger found (Throne War), after that Elbaf Arc is about Luffy's Secret Dream. So Three Goals = Three Final Arcs
This was actually foreshadowed in East Blue you know, "Wealth, Fame, Power" then we had Luffy fight Morgan (Obsessed with Power), then fight Buggy (Obsessed with Wealth), then fight Kuro (Tired of his Fame) and in between them, we had Gaimon Island representing Laugh Tale or Lodester Island

Kizaru's an interesting case, he has the 3 sacred treasures of Japan and one of them completely changes his fighting style, Ray is an extreme diff with backup fight for Kizaru and instead of zipping around at the speed of light, snipping from a distance or trying to kick Ray in the back of his head he went for the 🗡️.
In a way Kizaru reminds me of all of... Zoro's opponents.

Hawkins was already a famous pirate according to Shakky, if he had basic CoO and noticed a glaring light while Kizaru's leg is touching his hair it's not that big of a deal anymore.
