He will forge it when oda remembers it honestly at this point I don't see that plot being pursued.... Kaido was the best guy to trigger it going ven how no one could harm him and all 
We saw nothing of his Journey to get there, but a montage of a few islands. It took him a whole year to retravel the grand like, and you act like 5 panels worth of a montage tells the whole story. Oda rarely tends on focus on fights and conflict outside of the Straw Hats. Of course he's not putting any of that in Roger's montage. He showed Roger and Whitebeard fight equally for 4 days, and end in a stalemate. That is more than enough to tell us where Roger's strength stands.
