They mostly are, but Shiki have a ''big'' weakness, which makes for me Fuji's DF > Shiki's.
Shiki have more controll about objects, on the other hand Fujitora have full (more) control over gravity.
Both can ''move'' objects etc.
Shikis DF power comes from the things he touches, Fujitoras DF power comes from himself - it's not ''bound'' to things.

I think that Fuji cannot lift or push people but he can do vertical gravity to press people on the ground or to throw someone in the air.
