The problem is how you bring characters who WERE NEVER described as swordsman just to justify Shanks inferiority to Mihawk.
While we agree that just carrying a sword doesn't make you a swordsman. That shit applies to the likes of WB, BM (I haven't seen the others fighting style but most likely it isn't their style of fighting)

Shanks on the other hand CONSTANTLY was emphasized by Oda that he is a swordsman. On top of that, he only has ONE ARM to use in a fight. And that Arm is carrying a sword. And on TOP OF IT, he is NOT a DF user. He's simply a walking swordsman with haki. Just like Mihawk!

I love how this chapter implies that Mihawk isnt Top Tier lvl. Hes only hypetool red snitch just recently became Yonko? Way more recent than when they used to fight.

Mipork is high Shichibukai lvl, meaning he is pre robot Kuma lvl. Nothing more. He is YC1 lvl.

Fascinating how Sakazuki and Sengoku both deeply resented the Shichibukai pirates, but still accepted them for the sake of the Gorosei's balance.

When you get to be in charge of the Marines, Sakazuki must have seen that you can't live through ideals while facing a shortage of manpower to address the greater threats of the One Piece world.

Also really foolish to turn Mihawk from an ally to an enemy overnight
