It’s likely Oda taking inspiration from the story of Noah where he would travel and warn everyone to prepare for the imminent flood, but those he warned would laugh at him like people are doing to Punk now.

It bears a lot of similarities to the Sumerian version of the story, the Atra-Hasis. In that version, the creator god wants to wipe out humanity because of overpopulation but another god warns them. Might chef a thread about it if there's more details soon.

What I have noticed from reading a decent amount of manga, is that mangaka themselves get a lot of help from their editors planning the story.

Problem is: Editors keep getting changed, and the newer editors are all pretty much yesmen. So Oda's story is unhinged rn.
