I guess you forgot about the Gorosei being able to locate Punk Records, the Mother Flame, freeing York, they also were able to accomplish their mission on killing Vegapunk thanks to Kizaru, and while they couldn't fully stop Vegapunk's message, they were at the very least able to stop Vegapunk from revealing any important information about the Will of D.
They also freed the Cipher Pol Agends and the Seraphims as well.

I feel like us as intelligent readers should know its not Saturns fault but Oda lol. And not give him a mallus because he couldnt get to the straw hats lol. He couldve exploded their heads, he didnt, he couldve froze them he didnt. He couldve used his poison spit, he didnt lol. He just Kinda stood there for a few and then blew them away after being told where the broadcast is and left for the Robot. Oda shouldve just never had him attack the straw hats in the first place lol.
Venusjuro in his Horse form has the sash, in his hybrid form he has the sash.

But the gorosei are super serious atm and want to achieve their objectives at any cost, logically they’re using their most capable forms. Gandhi is a swordsman, what applies to him doesn’t necessarily apply to others. We’ve seen Saturn go through all his forms and he still looks terrible as a fighter
Like I told Zenzu, this is a narrative dissonance that Oda created. He wanted to make these unstopable monsters but also couldnt allow them to actually lay down the hurt on the straw hats, he wanted his cake and to eat it too. And it really sucks lol.
Yes Saturn looks terrible I agree but do remember, he forgot to use his freeze ability, forgot to use his Eye explode ability, forgot to use his poison spit. He literally just stood there for a while taking their attacks and when hes had enough he blew them away lol.
Kaido wasnt a swordsman yet the difference in combat skill between Zoan and Hybrid is night and day, same for Lucci.
So the rest being in full Zoan does in fact impede their fighting skill imo. And since we didnt see them go hybrid we cant judge them yet lol.

Also they did achieve most of their objective bar ending the broadcast which restarted and killing Bonney but like they will never kill Bonney so right now Oda is having most of them bar Venusjuro focus on the Robot. The entire half of this arc is them trying to deal with the broadcast for the most part lol.
