I go back and forth with it. On one hand, Kizaru really hasn't done much of anything this arc other than killing Vegapunk, and for a sec it looked like Oda sorta forgot about him.

On the other hand if he does get up and it's not immediately turning on the government, the SH's aren't leaving lol. And it really feels like Oda is finally wrapping this up, so I don't see this really working.
