and for Chirac and Mitterand who both did two terms they got elected again while having lost the legislative election and not governing the country prior to the election

That's a good question. Mitterrand stopped passing socialist reforms after two years indeed. Many argue that the choices taken were bad and that they weren't ineluctable. Other alternatives existed.
