I think their grading is based on the Blade physical and Personality.. If you mean by the user's ability, creating a Black Blade, yes a Blade Grade can rise if the user turn it Black..

Mihawk wasn't chosen by a '' Born '' Supreme Grade Blade, that's the problem.. Nasujuro was chosen by a Supreme Grade Blade..

Fujitora been Using Saijō Wazamono with no Conqueror.
Zoro and Oden been using Conqueror with ŌWazamono.

Enma doesn't need CoC clown. It sucks out Ryou not CoC.
