Hawkins, Kid, Urouge etc all successfully evaded capture by the marines. Shit went wrong when they started challenging the Emperors. Is Mihawk going to go around challenging the Yonko? Nope, so the only thing he has to worry about is the marines who have trouble capturing people like Caribou.

He is pretty much guaranteed to have it. He is a D (half the Ds in the series are conquerors) and is Luffy end game opponent. You can bet your ass they will have that initial clash of conquerors to split the heavens.

Lol it's absolutely needed when 4 of the five known emperors have been known to have it and the other unconfirmed one is guaranteed to have it and already has something no one else in the show has; multiple df powers.

You absolutely need it. It's basically impossible for non CoC to become an emperor given the type of people you have to rule over. I know it hurts but Mihawk as a character isn't good enough to be a yonko despite the wank and the theories you people may make. He just doesn't have that x factor. He is just another muscle in grand line.

Yes, but the issue here is that he needs plot relevance. And his only ties to the plot are Shanks, Perona and Zoro.
I think he would likely be zoro final opponent for sure, considering his title as the WSS.
As for shanks, maybe there’s still a possibility of him meeting with shanks in the future, as an ally maybe? And there are theories about Shilliew fights him as well. So maybe, I guess.
Lastly, for perona, for the time being, her focus seems to be more about finding Moria, and I think her fate would depend on how the outcome between Moria and Blackbeard plays. And mihawk seems likely not gonna follow her, considering his lone attitude. But who knows, just my speculation though.
Imo, it would be a very good scenario where mihawk just wanders alone wherever he likes, a thing that’s very suitable with his own personality.
P/s: I would love to see mihawk having his own adventure alone.

my argument isnt centered on mihawk at all
its centered on the fact you have created a criteria that doesnt exist in the story
law currently does not, bb does not, and many other characters like garp, akainu , sabo are not confirmed coc users but have the potential to oversee many others who have coc and who dont.

Urouge is in the sky, so unless Mihawk joins him I wouldn't take running into the emperors off the table. But... even then he ran into Kaido, right? Good thing he's kind of a nobody. Hawkins and Kid literally had Kaido drop in on them from there without challenging, and that's where they got propositioned. I'm not sure why you think a big name like Mihawk will roam the seas without somehow coming across an emperor eventually, whether you think he can handle it or not.
