At this point I pretty much suspect that Oda was a bit too fast early on and now tries to stall time in order to be able to finish act three with chapter 998 or 999 (so that chapter 1000 can be a huge lore chapter in between the acts).

no it can be comparable....because that is how people viewing isn't it this Kaido vs Scabbard thing?...why Kaido still in dragon form? probably because he felt there is no need of other form yet and also we don't see the pics of this chapter and so I can't say for sure he is still in dragon form or not...maybe there is more to dragon form than just borobreath
I understand your feelings but Oda is waiting maybe for the chapter 1000 to make a move for Kaido.
If scabbards are doing this to Kaido, imagine the SN. But it's obvious Oda is nerfing Kaido to make him weaker for Luffy. When luffy will defeat Kaido, his victory will be kinda acceptable.
But we should be careful, in those spoilers it just says izoo shots at kaido and Kiku cuts the lightning but nothing about Kaido being hurt ^^

Interesting, she must be doing something if the chapter is named after her, but it does look like the chapter is mostly focused on Kaido v. Scabbards and will continue in subsequent chapters, which is a GOOD thing because the story has been set up for hundreds of chapters to include it. If it was offscreened there would have been a problem here.
