Also Base Ulti was matching base Yamato no problem earlier in the raid.

This is a war, they're not going to waste their energy using power ups just for the sake of using them (look on how Luffy manages his energies vs Ulti and Page1). Indeed Drake returned in his base form after defeating the headliner. IMO he can't defeat an headliner in one hit in his base form.
Yamato was playing with Ulti like he did against Luffy first time they met.

I dont think Kaido has grown much stronger over the last 20 years. Maybe a little bit but not by much.

Its just that Oden scarred Kaido when the latter was in his jobber (Dragon) form. Its there for anyone to see that Dragon form is completely useless for close combat. Even if he is more durable. Doesnt change the fact he's just a slow big ass dragon who can only boro breath. Base Luffy and Scabbards already proved it.

Human/Oni Kaido is different level. He has brute strength, speed, weapon.

Imo next chapter Oda will join some scenarios together: Law with Yamato and Luffy with Kidd.
- Yamato is falling down, probably where Law is, and she should know where the Red Poneglyph is
- Luffy, Sanji and Jimbe are going up the stairs for 3rd floor, at the same time Kidd and Killer are still on 3rd floor and are heading for the same direction.
Joining these scenario will make the work easier for Oda and let him go deeper in each scenario.

apoo run away because he is being surrounded while zoro was ran away because gifters surround him while he wants to go to the rooftop and some of them still spotted on last chapter.
