Those who said that Luffy and the others would be stalled til finally reaching the top of the skull in chapter 1000 were right by the way. A few of them must have won bets.

Tbf. It achieved some things. It allowed Oda to set up a few fights, while shifting characters around logically before everything starts. 1000 being the starting point of the fights is really great on paper, even if like 5 other fights need to be set up first.
