Imo Rocks is the second strongest pirate history after Soyboy, I had this stance before this chapter so it isn't about agenda. Roger soloing Rocks obviously change that but considering Rocks was called Roger strongest foe and Roger = WB I think Roger and Garp indeed teamed up against him

Xebec ancestor could be an oppressive king of the Ancient kingdom. This is why perhaps Rayleigh said this

Xebec and BB - both having the aim to become King of the world means they both seek their rightful place - the empty throne as their ancestors were the actual rulers before IMU.

Xebec perhaps wasn't as evil as we think - he probably knew about the history and IMU and was against the World government.

And the thing is, we saw Roger was pretty young in God Valley, so he was as far from his prime as Whitebeard perhaps, and Whitebeard was part of Rocks crew, as was Shiki (same generation), Big Mom and young Kaido. And Xebec was never explicitly stated to be stronger than Roger. They were in the same ballpark.
