He's using an admiral as hypetool for one of the most hyped up top tiers. Rocks might as well be god tier in op verse. It took Roger and Garp and Garling and maybe others to beat Rocks.
Imo Rocks is the second strongest pirate history after Soyboy, I had this stance before this chapter so it isn't about agenda. Roger soloing Rocks obviously change that but considering Rocks was called Roger strongest foe and Roger = WB I think Roger and Garp indeed teamed up against him

Yeah but it seemed more interesting if Xebec was supposed to be the one to take down Imu. If he was mostly morally good, and a direct Joyboy descendant.

Would have made the Roger pirates more interesting too, they killed the would-be saviors against the World Government. I theorized that Roger laughed hard because he realized that they fucked up, and helped Imu lol. But now, they weren’t really in the wrong. Xebec is shaping up to be an evil and brutal guy himself.

Exactly lol, I think Teach is kind of Vegeta coded if you consider that, his homeland was wiped out and he may feel entitled to be *above* the other D clan members. And having a villain be related to Joyboy is cool. It´s the opposite of the Ace-Roger thing.

It will never be a good look for the ancient kingdom that 20 seemingly unrelated kingdoms united against it, though it will most likely just be wholesome chungus land

Xebec ancestor could be an oppressive king of the Ancient kingdom. This is why perhaps Rayleigh said this



Joyboy sailed to the seas for the freedom while many nations conspired to overthrow ancient kingdom.

Xebec and BB - both having the aim to become King of the world means they both seek their rightful place - the empty throne as their ancestors were the actual rulers before IMU.

While Luffy - his BB antithesis or narrative foil seek absolute freedom like Joyboy and Roger.

It is always meant to be Luffy.

Xebec perhaps wasn't as evil as we think - he probably knew about the history and IMU and was against the World government.

Thing is Blackbeard seem different from Xebec unlike Roger ~ Joyboy~ Luffy

So, xebec perhaps tried to achieve the goal through brute force....BB is trying to achieve it through more opportunistic ways

Sengoku said Rocks was his first and greatest rival. And the thing is, we saw Roger was pretty young in God Valley, so he was as far from his prime as Whitebeard perhaps, and Whitebeard was part of Rocks crew, as was Shiki (same generation), Big Mom and young Kaido. And Xebec was never explicitly stated to be stronger than Roger. They were in the same ballpark.

Are you really saying a 39 yo Roger was far from his prime?
