It was Greenbull jamming the signal. In the anime we hear the same voice actor that Green Bull has later. I know the anime is not canon, but surely they asked Oda who was jamming the signal.

That's a lot of bullshit. Lot of great things happen in One Piece happened because of Luffy's recklessness. Enies Lobby and Marineford arcs wouldn't happen without him. He is a great MC to have the plot moving forward. Zoro who?
