Kuzan sleeps a lot to compensate for his lil bro's insomnia
There are 3 main issues:
1. Kuzan is from South Blue while Teach grew up in the grand line, not confirmed if he was sent there.
2. I think Kuzan would've had some sort of reaction when Teach stormed Marineford but might have been hidden on purpose.
3. Burgess was talking about Kuzan as a stranger unless Teach was trying to hide their relationship for some reason.

Would have been nice tho since they are the same but opposites that he has the ice brother just like Luffy has fire brother

Though it does fit if you factor in their age but Teach doesn't sleep even now so the argument that he was unable to sleep earlier because of Kuzan kind of doesn't fit.
Another argument which could be refuted is BB accepted half of his crew without any history and also of Level 6 prisoners. So, accepting kuzan isn't much of a deal here
