Pizarro is a cat themed criminal who was kicked out of there home due to his greed and regularly wears fine clothing and jewels. Yeah he’s much more akin to Nami than Sanji. Pizarro and Germa have no connection as Pizarro wasn’t conquered by judge. He
was ousted due to his greed.
Sanji fighting the chief of staff who opened the gates of justice for Blackbeard and is the best infiltrator and flyer of the group doesn’t work for you? Heck Lafitte was outright reintroduced to the story next to Shiryu similar to king and queens.

Sanji vs 10th Captain: The mystery guy is almost certainly one the strongest members, otherwise why make him a secret? None of the other BBPs have had enough spotlight to stand out from the rest. Nothing suggests Pizarro is any stronger than the others.
Chopper vs Doc Q: obvious
Robin vs Wolf: Robin can create giant versions of herself. Sanjuan Wolf has a very similar name to Tequila Wolf, meaning there may be some connection. Wolf is a dunce while Robin is intelligent. Robin’s attacks are named in Spanish.
Franky vs Pizarro: Pizarro has mechanical guantlets, so that’s a connection between the two.
Brook vs Shot: Shot seems to be a jester, making him the entertainer of the group
Jinbe vs Burgess: helmsman and also martial artist vs performative wrestler
Yamato vs Devon: Mythical Inu Zoans, females, woman with identity crisis vs woman who can be whoever she wants. Fire vs ice.

Just because the "chief of staff" role is strength based in the Revolutionary Army, that doesn't mean the same rules apply in the Blackbeard Pirates, especially when the RHM has been confirmed to not be the "chief of staff."
So basically, he has the qualities of a master thief, just like Nami?

No connections we know of YET. It's astounding we can conclude Pizarro is "greedy" because of a vague inquiry that implies much more than "greed" and pretend there are no implications Pizzaro ever had some relations to the Vinsmoke despite being big names in his neck of the woods.
Tsuru was the chief of staff of the entire Marines, and we know for a fact she isn't even in the top five.
Difference is Lafitte and Sanji don't have the same professions on the crew, Lafitte and Nami do.
Mr. 1 and his partner, Ms. Double Finger. Lucci, Kaku, and Kalifa were the ones acting as Iceberg's employees. In fact, Kaku and Kalifa ate their respective Devil Fruits at the same time.
It's not about what Blackbeard wants, but what Oda wants. Unless Luffy gets an 11th member, Oda's not updating Blackbeard's roster unless they're fodder.
