Sanji specialising in CoO doesnt mean his is better than Zoro's same as Zoro specialising in CoA doesnt mean his is better than Sanji's. The specialization talks about your own strengths, it doesnt compare them with others. Luffy specialising in CoC means his CoO and CoA are weaker than Sanji's? No.
On a 1 to 10 scale, lets say Zoro's CoA is 9 while his CoO is 5 while Sanji's CoO is 4 and CoA is 2. See how a specialisation means nothing when compared to others?
