I am expecting it to be like the initial Moubu vs Kanmei confrontation where Moubu initially held back in order to gauge Kanmei’s strength.

By that logic, Moubu overpowering Kanmei is just as bullshit. Lol.
Being considered "the strongest" by majority opinion and actually being "the strongest" are two different things.
A warrior is only as good as their next fight. In the words of Moubu, Kanmei had been blessed with opponents weaker than him.
Kanmei's name was able to spread across the various Warring States because he was allowed to lead military campaigns by the Chu state. Man U was not and thus his name is limited outside of Chu, just like the name of Bananji or King Rozo is limited outside of Zhao.
Even then, Kanmei was untested by Zhao, Yan and mostly untested by Qin. Zhao had Houken, Yan could have a crazy Mountain Tribal warrior for all we know and Qin has Moubu, who beat Kanmei.
It is not crazy to expect that a land as vast as China, which at this time would have had tens of millions, if not hundreds of millions of people, could still produce warriors capable of giving Moubu a difficult dual.
Shin killed the strongest character in this series way too early and now we have to deal with asspull
Shin was able to keep up with a dualist focused Legendary Great General in Gaimou back during the Fire Dragon Arc, he kept up with Gyou'un who was considered greater than Renpa as a dualist and he took Houken down after Kyoukai weakened him.
So we had an injured Top Tier vs an injured Top Tier with an injured Top Tier emerging victorious.
