Sanji being a cook does not mean he is not a great fighter yea.
But it's just not a strenght driven ambition. Unlike, let's say Zoro, whom we know needs to become a top tier to achieve his dream and therefore is guaranteed to make it as a top tier, but the story doesn't require Sanji to be that great of a fighter.
So Sanji doesn't really NEED to be a top tier because it's not his goal to reach that level and he would be perfectly fine as YC1 level by the end of the story (which would be already amazing considering he's the 3rd strongest), but that doesn't make him a bad fighter, does it?
Now we are seeying Luffy & Zoro pitted agaisnt top tiers and that is because we are approaching the end of the series and they need to step up hard unlike Sanji who doesn't need to evolve that fast.

Its like people around here are scared Sanji willl do something that will overshadow their favorite character. This last chapter got some many people gas up that they are already running to conclusions and the versus fights has not even began.
