While some fodders in the weak seas are not aware of Kaido & co., the new world would know very well how to powerscale, if we ignore individual biases (in this case Killer had no bias towards Kaido).

There are no official titles besides the ones conferred by organisations like 'admiral'. Things like World's Strongest are the in-verse perceptions of the general One Piece populace. Oda didn't tell everyone in the One Piece world that WB is the WSM. He came to be regarded as such and gained the title. Same for the title of Yonko. They did things to get the title.
