I don't see in your scan where World Government controls the new world territories and I don't see them controlling plenty of grand line countries (like Kamabakka, Baltigo, Amazon Lily, etc) and other 4 blue territories, its only in name ''world government''. Spandam exaggerating doesn't make world government = entire world, LOL.
Lets not forget the other 4 strongest Impel Down level 6 prisoners as well, Pizarro alone can control an entire island, BB can destroy multiple islands at the same time, though some people said he can destroy the world, we know it can effect 2 islands at the same time right now.

I agree that BB will surpass Xebec just like Akainu will surpass Prime Garp because Luffy can't surpass Roger's legend without beating equally or stronger foes than the ones Roger fought.
But the part about the crew is delusional as of now.
Even if I do think current Kuzan can compare to 36 y.o Newgate, Shiryu aint even gonna be Shiki caliber and it's ridiculous to claim Pizarro will be 30 y.o Big Mom caliber too.

How? Aokiji already openly told Blackbeard that he doesn't trust him, which Blackbeard understood, saying that it's not about trust and friendship in piracy anyways, but about a common goal. What makes you think Luffy can beat Imu and Government, but Teach can't, when we know Imu cuts not only Luffy's poster also cuts Teach's poster, when we know Xebec gathered the strongest pirate crew, not Roger, and Teach will surpass Xebec.

Seems like you are confusing BB for Luffy.
Luffy is the one that will gather the most powerful crew.
He has the son of Big Mom in his pocket, the daughter of Kaido, son of Whitebeard (either Marco or Weevil would work)…and that’s just pirates.
There are the individual members nations and Revolutionaries on top of that.
Who does BB have? Who do you think he was gonna get?
The next step is Pirate King, and the only way for him to get it is of Luffy doesn’t, which is very unlikely.

If Oda escalates his bigger picture to its fullest, Im should exceed devil fruits. Blackbeard is a D. and the only known person to have eaten two devil fruits, but Im is possibly going to surpass that; to put it in other words, Blackbeard is still within the frame while Im could be beyond it, a bigger and especially more transcendent deal directly linked to the void century, which is the overreaching plot of this series.

He doesn’t need to be a spy for anyone else, neither would him making his own decisions be considered “stabbing in the back,” when he’s already made it clear he neither trusts nor is friends with BB.
The person he actually calls his friend is Smoker. The people he reminiscences about when chatting with the BB pirates are Robin & Saul.
