Carrot hasn't had her time where she was the main figure of the arc. She was a protagonist in WCI, but it wasn't about her in the same way that Baratie was about Sanji or Drum was about Chopper.
We know that Oda can and has given character focused arcs to nakama after they join. Nami was a travel companion and an unofficial straw hat in the beginning. Whilst orange town gave her a bit of focus, it was not comparable to the special feature the other straw hats got. That arc for her was Arlong Park. Likewise with Robin she joined the crew, but only really became a true member after Enies Lobby where she got her focus arc.
Carrot could follow the trend of the girls in the crew and get her main arc at a later point if she is to join.
That's the problem though, characters who were the main figure get their own character focused arcs, side characters don't.
Side characters only appear in cover pages. Most of the time they only play supporting roles. Carrot would need to reach Yamato Wano levels or Sanji WCI levels of importance to become a main figure in the first place.
Whether or not Carrot can get her own character arc before (In Wano) or after (after Wano) she joins the crew, she has to be her own main figure of a arc first. She wasn't in WCI (that was Sanji's arc), and she still isn't now in Wano (Yamato and Momo's Arc).

Because Carrot joining as she is now would be an insult to the narrative and character writing of the SHs. All of the SHs had to overcome hardships their whole life and had to fight tooth n' nail before becoming a SH, but Carrot who didn't have any kind of problems gets to waltz on the ship without a purpose?

Like many characters are which includes watching your father get shot to death. And that makes up for her being happy in her past while the other SHs had to deal with shit how?
The idea that Carrot has to be some miserable sod on the brink of ending it all in order to be considered a straw hat candidate will never not be hilariously off mark.

It's such a silly criteria that is successfully cleared by like 80% of characters in the series...including Carrot.
She witnessed an attempted genocide on her home island
She saw her mentor explode right in front of her eyes
She lost a fight at the hands of the one responsible
She's had her fair share of struggle. Just because she's not constantly brooding about how miserable her life is doesn't mean anything at all.

None of the SHs were happy in their pasts. All of them had struggles that came into play during their arcs where they were the one of the main characters. Their pasts directly tied in to the thematic story telling of their arcs.
9 times in a row for 9 recruits in a row but for Carrot, she so special that she doesn't need it. Oda will break his thematic story telling just for Carrot.

Also, you made a big deal about color patterns to say Carrot will be a SH but thematic story telling patterns don't count for some reason.
