Yeah between PH and Dressrosa, Doflamingo got 150 chapters. Mr. 3 got 15 chapters. Makes sense.

The chapter count is just different, the context is the same, Doffy and Mr3 where the build ups to introduction Kaido and SirCrocodile.
When Doffy get defeated, we see Kaido in chapter 795 for the firsttime, when Mr.3 was defeated, we see Sir Crocodile for the firsttime.
Jack isn´t mr.3, he was just a member who don´t even meet Luffy in zou.

Mr.3 get defeated by Luffy and also Doffy get defeated by Luffy.
Both where build up to introduction the major villian.

Mr.3 and Mr.4 where almost comparable to each other like you said, the thing was that Mr.3 was better skilled in his DF power and in general. Same for Jack and Doffy, Jack is physical stronger and probably also has stamina/durability on his side but Doffy is just in general better, the gap however is very close.

Same for Mr.1 and Mr.2 who are above Mr.2, Mr.1 was his own league and a monster.
Same with King and Queen, they play in there own league while Doffy and Jack are one league under them.
King>Queen>Doffy=>Jack

It's hard to say how fast things are moving in manga, but I'll assume that Sanji wasn't casually taking his sweet time while trying to get away with most important Wano figure in entire war lol

For the record, if Sanji didn't see Shinobu in time, Momo might've been captured or even killed. That's how important it was to get away.

You'll assume the unlikely or even the impossible with such excuses ik..queen and king sure took their time to gawk at what's going on..
