If hardness/durability ever becomes relevant then yes Shusui>Enma. Other than that 4th grade Sandai performs the same as 2nd grade black blade Shusui so I think all blades are equal.

Mihwak himself said all blades can become black blades, but at the same time portrayed the difference that black blades>non black blades, and also only two people in history, from what we know have a black blade, the sword god, and the WSS in an era of monsters.

But Shusui already proved to be more powerful than Zoro's other swords at TB. Do you think Enma will have the same effect or it will be a downgrade? Not saying it should happen right away, but if Zoro eventually proves he's strong to use the sword efficiently, how will it compare to Shusui?

Yes, one time at the moment of its introduction and never again. We cant make it a rule bcs of 1 time it happened when it didnt the other 99 times. Enma may get the same treatment during introduction but we will see if it remains a trend or it goes back into line just like Shusui has.

That one is subjective, but I think we can all agree that Zoro will be in the upper echelon of top tier at least, aka high top tier minimum. With power creep, he may end up above it as well.

Well, the 360/720/1080 Pound Ho attacks indicate how strong an attack is and each sword does 360 Pound Ho so there is no difference between 4th grade Sandai and 2nd grade Wado and Shisui...
Pound Ho attacks scale to how strong the attack is, they became 10 times stronger post TS and they scaled up to 300(216) and 600 when combined with others.
