This is completely false, in tons of very serious fighting situations he had the swords on the right hip. Regarding the position of zoro's swords on his waist, it could definitely just be a drawing mistake by Oda. However, I wouldn't be surprised either if it was intentional, this whole arc is a love letter to feudal japan and samurai.

Its not like it has some serious implications, it shows Zoro is anticipating a serious conflict, which we expect. A very cool nod nevertheless if it is intended
