It's not that Ryuma wasn't strong enough to turn it into a Supreme Grade, it's just the sword itself that's limited by its nature. I assume it was originally just a tier 3 Meito and Ryuma already moved it up a tier by turning it into a black blade. That's how Zoro will turn Enma and Wado into tier 1 Meito, I think.
Sword God within what context.. Sword God within Wano not the World, Sword God is limited term here, Wano was always closed to the outside World..
Wano Sword God ~ World Daikengou(Word Strongest Swordsman)
Mihawk would be considered a Sword God in Wano too..
So when i saying Wano Sword God is approximately equal to World Daikengou, i'm being very generous..
Not to mention as you said Supreme Grade Blade > Great Grade Blade..
And if Ryuma was that guy, he would have been chosen by a Great Grade Blade or a Supreme Grade Blade..

I cant think of a logical reason why Shusui isnt a supreme grade.
His forger is the single most hyped character in history so far.
The only reason that comes to mind is to establish inferiority compared to Mihawk.
But even that is doable with Shusui being a supreme grade as long as Yoru is the strongest.
I hope Oda addresses this at some point, hopefully when he reveals a 3rd Black Blade already in existence.

There is a very logical explanation and it has to do with the blade grade system and raising a sword rank.
First, we must understand how the meito blade grade system works. Some believe Oda's idea for his meito blade grade system comes from the Kaihō Kenjaku, a book of famous swords. The swords are graded by the sword quality and cutting performance. The better quality and cutting performance, the higher the grade. If that's true, than the meito blade grade system would work the same. A meito blade grade would be determined by the blade quality and cutting performance.
Now since we understand the meito grade blade system, let's look at the creation of blades and black blades.
Who make blades? Blacksmith create blades and since they create blades that means the blade grade is determined by the blacksmith. The better quality the blade, the higher the grade.
In Wano, we learned black blades are created by swordsman. Forging a blade into a black blade would have zero effect on the quality of the blade since the blade quality is determined by the blacksmith. It does affect a sword strength. IE: Shusui was an excellent grade blade and when it became a black blade it became an excellent grade black blade.
What does the manga mean when it said a sword rank can be increased by becoming a black blade? It means you can take a blade from whatever grade it is to a black blade grade. That is the new grade. Black blades are stronger than normal blades, regardless of the grade. Black blades have much higher durability and are harder to break than normal blades. The manga told us black blades hardness or durability are unparallel.

No where is it stated that a Black Great Grade Blade's Hardness is higher than a Supreme Grade Blade's Hardness.. That's called being biased as hell..
The whole point of Supreme Grade Blades being superior to Great Grade Blades and Great Grade Blades being superior to Skillful Grade Blades and Skillful Grade Blades being superior to Grade Blades.. Is their Hardness!.. What the hell..
