So in a way you can pretty closely imply he’s talking about Warlords since they are the only thing the cuts across the “evil of pirates” and the “corruption of the government”

But still, in this chapter it’s the first time it’s actually seeming personal... Like before I though he was like just a guy who came across like a town that got massacred and had a nervous breakdown...
