So Vegapunk doesn't know who stole part of the Mother Flame or for what outside of reviving an ancient weapon, and the recording was made before Lulusia was destroyed, yet he somehow knows Lulusia was targeted despite that there's no way he could've known that since the only way he could've known it would be destroyed is if he already knew that Sabo was there and would be blabbing about Imu beforehand?
My prediction:
Imu was an alien from a certain clan who lived on earth for some reason, he was part of Joyboy's crew, and Lili too, Imu really loved her, but at some point Lili ate some strange mythical zoan devil fruit that controlled her body and made her attack Joyboy. In desperation, she ended up killing herself by stabbing herself in the heart with Joyboy's sword. When Imu arrives and sees Lili dead, making it look like Joyboy killed Lili, Imu has a mental breakdown and an explosion of hate. Now he wants to destroy this world and create a perfect world by enslaving the filthy humans who killed her love.

- Roger pirates learned the history but stayed quiet and didnt challenge the "evil" WG. Rayleigh cares more about the fun and excitement of the young generation rather than those "atrocities" committed by WG
- Sengoku seems to know everything - didn't revolt and stayed loyal to the WG till the end

If Ak is all good and WG is all evil then there was no need for Rayleigh to say this.
If we couple this statement with what VP says then it's clear oda is dropping a hint about AK perhaps not being all good.
There has to be a reason why 20 kingdoms rose against AK.
