I don't think they should be taken literally but Oda has also stated through the narrator that Kaido is pretty much known as the strongest single creature in the world alive right now.
I feel like failing to accept that is just people wanting their headcanon of Akainu or Mihawk or whoever to be the strongest.

but again ... I WANT Shanks to be that strong cause I THINK he would be that strong and my reasons are based in plot
and the fact that Shanks can be strongest without any title needed to back that just like Roger who didn't had any title but unlike Roger Shanks don't even want to be Pirate King ... and he can be

I won't argue (now) that Shanks > Kaido ....
