Well, I'm probably overthinking and this is basically just a meme. BUT, there is still a possibility that Pell is the one who knocks out BMP of the waterfall for the 3rd time. Maybe because of what happens in the reverie (capture of Vivi or something), Pell decides to look out to Luffy for help and gets a vivre card from one of the grand fleet commanders.
