That's ridiculous. There is more reason to believe that Zoro CAN ONLY use Asura while in a critical state, than there is in headcannonland that suggests he can use it whenever, but just chooses not to.
He's used it three times. All three times he was heavily injured. And all three times he was only able to use it for a few seconds at a time.
Now present me the evidence that suggests he can use Asura whenever, and for as long as he wants. And while your at it, explain, logically, why Oda would have Zoro not fight at his absolute strongest while everyone is putting their lives on the line while fighting against two Yonko, and the fate of an entire Nation rests on their shoulders.
Don't give me the hypocritical answer that "Oda just doesn't want to make Zoro look better than Luffy" while yall literally try to argue that.... Oda makes Zoro look better than Luffy.

Your mistake is you are trying to use the fact Zoro has never needed to use asura for long or the fact characters normally don't use some of their strongest power until later in battle after they have been injured as evidence that Zoro can't use it when he wishes to us it.
Zoro is the type of person who trains to make sure he can use his techniques anytime he wishes. We saw that after he used BOAT or CoA haki for the first time. Zoro has had two years to work and improve on asura mode.
Zoro wasn't heavy injured after he used asura mode for the first time.
He went on to fight the marines afterwards.
We have seen asura mode 3 times in his battle and against Kaido was the first time Zoro failed to defeat his opponent with it. Of course, he's not going to use it for very long if he normally defeats his opponent with it with one attack.
It's clear to me you haven't been paying attention to the manga you're reading. Oda will limit a character's power for plot. During FMI Luffy wasn't allowed to use G4 even though he was almost killed by Hody using his G2. We saw that type of writing again during Dressrosa where the swordsman weren't even allowed to attempt to cut the birdcage. They all was forced to push it. What type of BS was that? Anybody with any level of intelligence could tell that made absolutely no sense. We had swordsmen who specialize in cutting not even allowed to cut or even attempt to cut it.
