Luffy > Zoro > Sanji
There are things that Luffy get's and not Zoro such as Voice of All Things, being a D., Future Sight, defeating arc Villain, etc.
There are things that Luffy and Zoro have and not Sanji such as SN status, fighting on the Roof as Captain and First Mate etc.
There are things that Zoro and Sanji get and not the others outside of the M3 such as defeating top two Villain subordinates or having both CoA and CoO from their time skip training
So just because Luffy get's something doesn't mean Zoro will get it and just because Luffy and Zoro get something doesn't mean Sanji will get it.
At the same time, just because Luffy got something first doesn't mean Zoro will not get it later, or just because Luffy and Zoro got something first doesn't mean Sanji will not get it later.
This should not be used to gatekeep Zoro or Sanji, as it happened with Zoro for example as well in terms of CoC for years before Wano, when it was a very popular argument to say that Luffy will be the only SH to get CoC.
However it's good to keep in mind in general not to get mad about Luffy getting to do/have more stuff than Zoro or Zoro getting to do/have more stuff than Sanji alongside Luffy.

Because kaku wasn't using sword at all when the CP9 got their doriki measured. In fact, he only hit with his elbow, while the other members hit them using kick or punch

Ussop might get COC since the next arc "might" be about Elbaf, which is literally his dream comes true. Elbalf might evolve around Ussop's becoming a brave warrior who gains respect from the strongest nation and strongest warriors in the world.
This arc is a samurai arc, which makes sense that a Samurai/Swordman in the crew got to unlock COC.
Sanji kinda missed his best chance to unlock his COC in his focused arc. Like, he's the only one among the 2 who's got his BIG DEDICATED ARC.
And before anyone uses the whole "oh but he can't unlock COC before Zoro"
Bet you diđn't have that same sentiment when Sanji
- Had his first BIG GIANT ARC DEDICATED TO HIM
- The first one to CONFRONT A YONKOU, EVEN FIRST CLASHED WITH ONE

The same shit could be made for literally every other Commanders? Did they make a name for themselves? Yes they did. Do they possess COC?
Just read the chapter where the Yonko bounties are revealed. No single other Yonko crew get's highlight in this manner and no Yonko commander get's named individually the way Benn, Roux and Yasopp do and specifically called out to have made a name for themselves.

So what makes Sanji, different?
Let's not be disingenuous, this is not about who does the talking but about what get's highlited in the chapter and how that's done for only these particular individuals outside of the Yonko themselves while the Yonko crews are referenced.

3) Strength is not the indication of CoC, being a "badass" conqueror is. Don't know much about Chinjao, but Boa and Doffy definitely have a more badass presence than law. Basically all of the CoC users are badasses (Kata, Boa, Doffy, Ace, Zoro, Luffy, the list goes on).

Law is supposedly a leader of the new Era (if he doesn't die anyway) and yet he still doesn't show that he has COC.
So no reason for Sanji to MUST have COC just because he's a big shot.
Shit, I just realize that all the reasons for Sanji to have COC all boil down to this simple line
"Because others have it so he must have it too"
