Mihawk will begrudgingly, bur genuinely, want to support Buggy being the Pirate King. He won’t ever fawn over him and will likely still beat him up, but I think Buggy will impress Mihawk with his resolve (especially since he is fodder) and that’ll get Mihawk on side.

It’s like why Mihawk first became interested in fodder Zoro, it was because he would rather die than face defeat and give up on his dream. If Buggy shows resolve like that, it is totally in character for Mihawk to be impressed by it. And Buggy does seem to have had a reawakening in character of a kind when he decided to push to be Pirate King.

Mihawk didn’t have any respect for the World Gov, that’s why he never especially cared for them.

If it annoys Shanks that might just be a bonus.
