Ryuma probably was slightly weaker than Mihawk. In this case I think the comparison between blades works well, with Yoru being the strongest blade in the world, a supreme grade black sword. Plus, in order for Zoro to prove himself as the strongest swordsman of all time, it makes more sense if the one he actually defeats (Mihawk) was exactly that.
While Hara has shown Riboku being one step ahead of Shouheikun pretty consistenly in the story, I don't find it impossible that later on Shouheikun could get considered an equal menace to him.
