MHA verse seems to be hindered by the fact that they're very slow relative to other shonens/action series. All Might is the strongest i believe, and i've seen nothing that puts him above the very low end supersonic range, the most i've seen him rated is mach 5 with some claiming that's actually wank. It's unfortunate cause he has the strength feats to make the likes of TTM and Puri Puri look weak, but he's just slow.

What role do you think the Numbers fill? They add a lot of confusion with Kaido's apparent hierarchy. Queen jams them after the Tobi Roppo, and they fit neatly with the Disasters' playing card themes. But they feel improper as main henchmen characters because they're a collective of simple-minded giants.
