You need to differentiate AP (attack potency) vs. DC (destructive capability/AOE). That was a high DC attack but doesn't seem very high AP since there was no visible haki. Minihawk still seems pretty raw and unhoned.

Oda often makes characters say cringe things like this. I'm not sure if it's because of a cultural/language difference, because OP is aimed at young children, or that Oda is a hack that characters need to verbalize things that should be made apparent without words.
