Sanji looked worse against Vergo than Smoker did, who is pretty much average Vice Admiral level = fact.
Bartolomeo took one out easily = fact, But let´s say Maynard was one of the weaker ones, still, his victory puts him above him, so at least Smoker level as well. Who is Barto´s main rival in the Grand Fleet? Yep, Cavendish. And guess who humiliated a stronger version of Hakuba, a member of the mid trio Robin.
Then, Barto pretty much high diffed a DD officer. Admittedly, he took more hits than normally due to playing the hero, but nevertheless, it was not an easy fight for him. What did Franky do? Beat two officers like nothing while screwing around and singing, and another one in Dressrosa while being handicapped and not even using his main fighting style, after getting ambushed by several officers, a Vice Admiral and other Marines.

First of all, people the misconception of the tobi roppo being Kaido's Veteran level characters and that they are above the numbers in strength. But it has been portrayed that the numbers are on the same rank as the calamities(there's no calamity rank, it's just an epithet) which is the All-Stars consisting of the 3 calamities and the numbers(I think their names is literally that of actual numbers such as Ten and Eight), and one of them was imo already shown in Punk Hazard, he even addressed Jack casually, plus the infamous scorpion DF user is actually him. The you got Ace(Kaido's son) who could be an All-star or not. So all of these are opponents other than the tobi roppo and are probably Kaido's main fighting forces
No one can really determine how the fights will turn out, honestly it could be a scenario where the straw hats are occupied by the big mom pirates first, then they either compromise with them or force them to retreat, then go and join their allies in the fight against Kaido, finding them all knocked out and then get forced to one v one them(except for the Kaido fight which will be 3 vs 1)

Where? If Kaido has 13 fighters on that level, hed have crushed the other yonko by now. He himself hyped the tobbi roppo last chapter, i thought they would be bellow as well but that changed my mind. The actual weaklings that hold a rank are his headliners, as every single one so far was fodder (except Hawkins).
