No, she is not, even in Zou, she was a warrior, Bariete is someone whom we would call a lookout, because that is what his role is. She is not even a specialist in lookout if we want to argue. And Jinbe is a warrior too, and oda made him the best helmsman just for the sake of it to have a role in SHs crew, and he made him the best. Nami/Ussop/Chopper all contribute in a war based on their skills too. What will carrot do? I guess stay outside the islands on sunny since she is a lookout

Chopper always has his drugs on him(lol), Zoro doesn't fight without his swords, Robin can't lose her DF abilities, Jinbe literally mid diff YC4 level character on land.
Those are all false equivalencies, unless carrot can somehow create an artificial moon her power is heavily reliant on a once a month ability

Stupidity is not an argument
Chopper didn't go Monster point at that time, him and Brook were fighting off the peacekeepers, it's like Jinbei who couldn't focus on WsW because he had to fight his crew too.

The only reason Perospero didn't defeat them is for their speed boost, they are as bees flying around Perospero poking and annoying him.. Carrot ain't special in any way, Daifuku helped her destroy his own fleet or she would have failed. When she's with the Strawhats, she's always portrayed as a joke with the weak trio replacing Usopp in WCI.

I cant see why she simply returns to zou but her losing and getting little panel time in wano make me question it. Then again chopper is in the same boat but his main role in this arc isnt fighting anyway.

Carrot joining would be unlike anything that has ever happened before. Every SH had an arc where they was a main focus. Even Fishman Island focused a lot on Jinbe.
Carrot has been around for over 200 chapters and nothing. Yamato has been around less than 40 and already got a ton of focus.
There's also that Carrot was happy in Zou. Everyone loved her and the instant she feels put of place, they accommodate her like the other minks. All of the SHs struggled a lot and were pitiful for the most part in their past.

Been saying this for the longest, but the “pattern” is not a hard and fast rule like some people would like to believe. Every nakama’s recruitment has a few narrative things in common, but each one also has a specific set of circumstances surrounding their ultimate inclusion in the crew that make it much harder to say they all adhere to the same routine. Furthermore, at least three longtime members were recruited for reasons totally unrelated to the position they were meant to fill; Luffy wanted Zoro for his reputation, Usopp because he felt they were friends (and they had individual reasons to find the Red Hair Pirates), and Robin because she forced the issue by stowing away after trying to defeat them. I don’t buy any of the lookout bullshit because it’s a position anyone can fill (and many people have), so Carrot and Yamato both don’t have a clearly defined role yet, but I don’t think that will influence Luffy’s thinking on either one 
I definitely agree that the lack of a focused arc is what's killing Carrot right now. She needs one to join. I think there is still a small chance for it though.
Big Mom will likely not go down for good in this arc. The only chance for that is if she is straight up killed, which seems very unlikely. There are a lot of BM pirates who have been set up but haven't done anything yet, including two sweet commanders. There's also no chance they won't continue to go after Luffy after Wano, since they won't accept a loss when only two of them are there and Luffy had tons of allies. They'll blame it on the beast pirates being incompetent and the Strawhats having help.
Furthermore, Luffy declared that he would defeat Big Mom 3 times. First he said it to her on Fishman Island, then he said it to Kata on WCI when he vowed to come back for BM after he finished Kaido, then again in Wano when he arrives at the live floor. He absolutely has to be the one to finish her, not Law and Kid. Assuming there will be another Big Mom arc, presumably Elbaf, there's more opportunity for Carrot growth.
There's too much setup for Carrot vs Perospero for her not to beat him in the end. Where he told her she's not strong enough and she should go back to Zou to eat grass. Never does a One Piece character not turn the tables and win after a taunt like that, but it looks like Neko is getting involved instead.
Basically what I think is the last chance for Carrot to join is if the Perospero plotline isn't resolved in Wano and Carrot asks to tag along with the crew to continue to chase after Peros. Presumably then the final Big Mom arc would focus on Carrot.
That's a lot of big ifs and maybes, and I don't know if Oda would slow down the story to focus on Carrot if he really wants to end in 5 years, but I think it's a possible direction the story could take. Is it likely? Probably not. But that could be how Carrot is made relevant enough to join.
