It’s Marco. Zoro might still do it, but that’s becoming more and more unlikely.
I very much suspect that Oda‘s original plan for Wano was Zoro vs King where Zoro learns to cut fire then moves on to Kaido, with Marco not being on Wano at all, instead having a later plotline with Weevil that has been cut to speed the series up. That’s changed, Zoro’s now going to be totally involved in the Kaido fight from beginning to end instead of just jumping in at the finish, and Marco’s fight with Weevil has been replaced with one against King.
I’m also pretty sure that BM has been thrown in to Wano to cut down the length of Elbaf, in a similar vein.
The switch between the setup for Marco and Weevil to interact, with Marco not able to go to Wano because he has to protect Sphinx incase Weevil comes but wanting to give Luffy a message, to Marco suddenly showing up with the message being “I’ll come later” was pretty abrupt and doesn’t make all that much sense.
