First thing first, there is no yonko commander 1st, 2nd, 3rd etc. This is all fan made. Secondly, only Luffy was tested during the new world. Before Zoro on the roof top, who did he beat that was of significant? Who tested him?

Strength wise, what is the difference between Queen and King because I don't see it? Before Queen even mention Judge's name, people were pushing the narrative for Sanji v Queen. Hell, I was on that train, but now Zoro is with the other supernovas dealing with Kaido. That's leaves Sanji to deal with King.
