The I am back could be refering to Luffy comming back form (death?) to fight Kaido

aint no way Usopp was saving her he's the only one on the main floor atm. Would have been nice if Luffy had gone down there but way too early at this point. Even Loda aint that dumb

The scene happens after:

1. Zunisha says that Joy Boy is back.
2. Luffy's body melts and he transforms into something/someone else.

It seems more likely to me that is Joy Boy saying "I am back" than Luffy.

Zunisha has seen luffy with momo on zou.
This makes it seem like the actual joyboy himself is here not luffy any more

while Nami, Marco, Tama, and Speed is inside the dome.
